The European Capitals of Culture Program as a Tool of Cultural Diplomacy and Engagement

    Abstract:
    The paper will use the framework of policy instruments/tools as a way of evaluating the ECOC Program as an exercise in cultural diplomacy and engagement. It takes into consideration the goals of developing the cultural dimension of EU identity and as a way of furthering cultural development throughout the EU, and the politics of the selection process. It will also discuss how the program might be assessed in terms of its network-building for intercultural relations within the EU.
